asked the Under-Secretary of State for the Colonies whether the statement by the Governor of Kenya Colony at the opening of the Legislature that he was absolutely opposed to any attempt to exclude native affairs from the Legislature was made after discussion with His Majesty's Government; and, if so, seeing that this is one of the points reserved for examination and report by the Commission on East African Federation, why this statement was authorised?

Though conversations took place before the decision to appoint a Commission was taken, no conclusion on this or any other point of policy was arrived at. The Governor's statement of his own views did not require the authority of the Secretary of State, and no occasion for giving such authority has arisen.
