asked the Minister of Health whether he is prepared to issue instructions that all persons in receipt of outdoor relief on grounds of unemployment must, as a condition of such relief, register at the Employment Exchanges?

It is the general practice that able-bodied persons in receipt of out-door relief should be required to maintain their registration at an Employment Exchange and, as at present advised, my right hon. Friend does not think it necessary to take any special action to bring this obviously proper precaution to the attention of the boards of guardians.
