asked the Home Secretary why his recent Circular to magistrates on the Report of the Departmental Committee on the Treatment of Young Offenders was only issued to magistrates' clerks and not to individual justices, seeing that in many instances the provisions contained therein have failed to reach the individual magistrate concerned?

I assume that the hon. Member's question relates to the Circular which was issued from the Home Office on 30th September last regarding Juvenile Courts. This Circular was issued in accordance with the usual practice to clerks to the justices, but the clerk was supplied in each case with a number of copies and was asked to supply a copy to every magistrate who ordinarily attended the Court. The clerk to the justices was further informed that additional copies could be obtained, if required, on application to the Home Office.
