maker of the film or, if at the time of the alteration the film has been acquired by a renter, the renter.I gave an undertaking in Committee that I would make it plain that the person responsible was the then owner of the film and not necessarily the original name on the register. I have taken legal advice on this point, and I am informed that a provision of this kind is necessary.
