§ Earl WINTERTONMy Noble Friend has not received any estimate of the time likely to be taken in completing the curtailed scheme, but I see that the Back Bay Inquiry Committee urged in their Report that every endeavour should be made to complete the larger scheme they proposed in three or four years.
