31. Lieut.-Commander KENWORTHY

asked the Secretary of State for the Colonies whether a newspaper in Swahili, known as "Habari," was published until recently in Kenya Colony for the information of the natives; whether it is proposed to recommence publication; and, if so, whether the paper may be used as a memorandum for the publication in Swahili of all Ordinances, Regulations and Laws affecting the natives?

The answer to the first two parts of the question is in the affirmative. I am in communication with the Governor on the question of publishing in Swahili laws affecting the natives, and the hon. and gallant Member's suggestion will be considered.

Will the right hon. Gentleman recommend that some of these laws should be published as soon as possible?
