§ The PARLIAMENTARY SECRETARY to the ADMIRALTY (Lieut.-Colonel Headlam)Candidates for Mate (E) may be Warrant Engineers, Warrant Mechanicians, Chief Engine Room Artificers, Engine Room Artificers, Chief Mechanicians or Mechanicians, and the conditions necessary for selection apply equally to all these ranks and ratings. The lack of promotion from Mechanician has therefore been due generally to the higher standard shown by the other classes.
