asked the Secretary of State for Air whether he is aware that the competition for the establishment of designer and draughtsman in the Ministry was thrown open to competition to non-service men within the Department and to ex-service men not employed in Government service, in contravention of the method laid down in Clause 45 of the Lytton Report for conducting such competitions; and what were the reasons for departing from the method of the Report?

No, Sir. The hon. Member has, I think, been misinformed. The claims of the ex-service men under paragraph 45 of the Third Lytton Report were met by giving establishment to over 50 ex-service designers and draughtsmen as a first step without examination and before any competition was held.
