asked the Chancellor of the Exchequer whether he will consider the possibility of the introduction of monthly licences for motor cycles in order to give increased facilities to people who for some reason cannot make use of a six months' licence, and particularly to naval ratings serving in the Atlantic Fleet who are only in port for a few weeks in the year?

The MINISTER of TRANSPORT (Colonel Ashley)

I have been asked to reply. It is already possible to obtain quarterly licences and it is also possible to surrender a motor-cycle licence on payment of a fee of 5s. and by so doing to obtain a proportionate refund of duty in respect of each complete month of the period of the currency of licence which is unexpired. In these circumstances I do not think that the complications which would arise from the institution of monthly licences as such would be justified.

Would it not be possible to give these licences free to naval ratings on leave?

No, Sir. I do not see why we should discriminate between one class and another.
