58. Major Sir ARCHIBALD SINCLAIR

asked the Secretary of State for Foreign Affairs whether, in view of the recent announcement made by the representative of Italy at Geneva, the treaty signed by the British Empire, France, Italy, Rumania and Japan, recognising the annexation of Bessarabia by Rumania, has now been ratified by all the signatories, and whether it is now in force; whether it has been deposited with the League of Nations; and what obligations it imposes on this country?

The reply to the first part of the question is in the negative, as instruments of ratification have not, as far as I am aware, yet been deposited in Paris by Italy and Japan in accordance with the final article of the Treaty. The answer to the second Dart is also in the negative. As regards the third part, I would refer the hon. and gallant Baronet to Command Paper 1747 of 1922 (Treaty Series No. 15 1922), which contains the text of the Treaty.
