Mr. LOCKER-LAMPSONThe text of Mr. Chen's protest against the despatch of troops to China was communicated to this House by my right hon. Friend the Foreign Secretary on 21st February. Mr. Chen has made no specific protest with regard to these troops taking up positions outside the International Settlement.
