Mr. LOCKER-LAMPSONWhile the circumstances of all British concessions in China are on the whole fundamentally similar, from the point of view of their retrocession to China various differences arise in respect of their locality, population, development and general importance. In view of the fact that negotiations regarding the future of the concessions are in progress, I do not consider it would be desirable to state the differences in detail.
