§ Sir W. MITCHELL-THOMSONSpeaking generally, there are separate operating and supervising staffs for the two services, the main exceptions being at small post offices where this would be wasteful. A joint staff deals with engineering construction, maintenance and contract matters save where economy and other benefits are to be gained by separation. Higher control and questions of policy are in the hands of a unified administrative personnel organised in a manner to secure such advantages as follow from specialisation.
