21. Mr. H. WILLIAMS

asked the Secretary of State for Scotland whether it is made a condition of parish relief in Scotland, in the case of relief granted because of unemployment, that the recipient shall sign the register at the Employment Exchange; and, if not, to what extent such persons do in fact sign the registers at the Exchanges?

Sir J. GILMOUR

I understand that as a general rule parish councils require all those in receipt of relief as able bodied unemployed persons to register periodically at the Employment Exchanges. A few parish councils, however, do not insist on this requirement, particularly in the cases of the older men.

Mr. WILLIAMS

May I take it that the bulk of the people who are in receipt of Poor Law relief do, in fact, appear on the live register?
