asked the Secretary of State for Foreign Affairs whether he is aware that a passport has been refused to a British-born subject in London domiciled in one of the Dominions unless he obtained the consent of the High Commissioner in London representing that Dominion; and whether he will take steps to see that the passport office comply with the first Clause of the Regulations for the issue of passports?
