asked the Secretary of State for Foreign Affairs whether any principle has been adopted, beyond that of friendly compliment for the conversion of His Majesty's Missions in foreign countries from the status of legations to that of embassies; and whether any further such conversions are in contemplation?

No, Sir; it has not been possible to establish a definite rule in this matter. Each case is decided on its merits, having regard to the various considerations involved. The answer to the second part of the question is in the negative.
