MITCHELL-THOMSONThe Southborough Committee which reported upon the appointment of ex-service men to posts in the Civil Service considered the bearing which their recommendations in favour of ex-service temporary clerks might have upon the claims of the manipulative grades employed in the Post Office, and recommended that the claims of the latter should be sympathetically 1231 considered by a Committee of the Post Office Whitley Council which was then sitting
in order that there might be no suggestion that they have been unfairly treated in the light of the special arrangements made forthe temporary clerks. The resulting recommendations of this Committee of the Whitley Council are being carried out, and I am not prepared to reopen the matter.
