On a point of Order, Mr. Speaker. I find on the Order Paper that the suspension of Standing Orders 223 and 243 is asked for in 1O different places for the purpose of getting through certain Bills. Is it due to the action of the people who promoted the Bills, or to some Committee causing delay that these Orders have to be suspended?

The CHAIRMAN of WAYS and MEANS (Mr. James Hope)

This is a Motion made, practically every year, before the Summer Adjournment. The Standing Orders provide for certain delay in the different stages of the Bills, and it always so happens, owing to congestion of Committees or otherwise, a certain number of Bills would be jeopardised in getting passed if this Motion were not moved about this time of the year. I cannot have in mind the exact history of each Bill, but this always does happen, and this Motion always is made.
