asked the Under-Secretary of State for India whether, in view of the widespread interest and division of opinion on the subject of Section 103A of the Indian Penal Code and the proposals made to amend this law, the Secretary of State, before agreeing to any amendment., will himself make sure that all sections of public opinion in the Punjaub and India are consulted?

I presume that the hon. Member intended to refer to Section 153A, which relates to promoting enmity between different classes of His Majesty's subjects. It would not need the intervention of my Noble Friend to ensure that all sections of public opinion are fully consulted if it should become necessary to amend this Section.
