asked the Secretary of State for Foreign Affairs whether he has received from His Majesty's Consuls-General at Nanking and Shanghai full and detailed Reports of what took place in Nanking on the occupation of that city in March last by the Nationalist troops; and, if so, whether he will publish these Reports as a White Paper?

I hope to publish at an early date a White Paper containing reports on the Nanking outrage, but I cannot publish all the information in my possession unless I am able to obtain the consent of other Governments.
