asked the President of the Board of Education (1) whether the Board has received the recommendations of the Imperial Education Conference as to the removal of difficulties connected with the interchange of teachers within the Empire; whether the Board is prepared to sanction reciprocal arrangements for the recognition of teaching service for the purposes of salary assessment and the calculation of superannuation within the Empire; and whether the Board is prepared to enter into arrangements for the mutual recognition of teachers' certificates within the Empire;

(2) whether an extended report of the proceedings of the Imperial Education Conference beyond the official communications to the Press will be issued; whether, in particular, the reports and recommendations of the various committees set up by the conference will be made available for the consideration of education authorities; whether arrangements have been made that the conference shall meet periodically; and whether any procedure has been devised by which decisions of the conference may be implemented by Education Departments within the Empire between the holding of conferences?

A preliminary statement of the transactions of the Conference will be issued shortly and this statement will be followed, in due course, by a full and detailed Report of all the proceedings of the Conference. The recommendations of the Conference will be submitted to the several Governments concerned, with whom it rests to decide what action should be taken upon them. So far as His Majesty's Government in Great Britain are concerned, Parliament has already made provision in the Act of 1925 for reciprocal arrangements in regard to superannuation and the Board are, of course, prepared to administer that Act in accordance with the intentions of Parliament. In regard to the other points raised in the questions, I must ask the hon. Member to await the preliminary statement and the Report.
