§ Mr. CHURCHILLThe Report of the Estimates Committee was only delivered at the Vote Office on Tuesday last. The 840 numbers now in different places. If a man fell ill and became a hospital case, he would leave his unit and would be sent to hospital to Wei-hai-wei or Shanghai. The numbers are constantly shifting. In any answer which I give, I have to be exact, and therefore I prefer to give it in units.
