asked the Secretary of State for Scotland when he intends bringing in a Bill for Scotland giving business tenants compensation rights against the landlord for improvements to property and goodwill?

I would refer the hon. Member to my reply of yesterday to the hon. Member for Kirkcaldy (Mr. T. Kennedy), and to the previous reply of 21st June therein mentioned.

Mr. HARDIE

Is the Secretary of State for Scotland unaware of the fact that the question previously put to him did not deal, as this question does, with a separate Bill for Scotland, but with the application of the Bill now before the House, namely, the Landlord and Tenant (No. 2) Bill, and does he now understand that this Bill cannot apply to Scotland, because of the difference in land tenure and other phases of the law relating to land; and does he intend to bring in a Bill for Scotland?
