asked the President of the Board of Trade whether, since the protests of His Majesty's Government to the Portuguese Government about their flag discrimination decree have met with no response, he will propose measures of retaliation, as this decree will seriously affect employment in this country?

His Majesty's Government have been in communication with the Governments of other maritime Powers concerned with regard to the discrimination practised aganst foreign ships in Portuguese ports, and in January last joined with them in representations to the Portuguese Government on the subject. In the following month, His Majesty's Government and other Governments concerned communicated again with the Portuguese Government, protesting against a further decree which proposed to increase the discrimination against foreign ships. The Portuguese Government cancelled the greater part of their later decree, but have not acceded to the representa- tions of January last. His Majesty's Government are proposing that the Powers concerned should renew their representations.
