asked the Minister of Transport whether he is aware that many chars-a-bancs are not used during the winter months owing to the high licences; and whether he will consider the introduction of a system of short-term licences so as to allow these vehicles to be used on special occasions during the off season?

I am aware that many chars-a-bancs, in common with other classes of vehicles engaged in seasonal trades, are laid up during the winter. The part-year licensing system and the payment of surrender values, taken in combination, in effect enable a vehicle to be licensed for periods of a month, and I am not disposed to recommend the issue of licences for any shorter period.
