asked the Secretary of State for the Colonies whether it is the intention of His Majesty's Government to appoint a Royal Commission to inquire into the working of the Constitution in Ceylon; the personnel of that Commission and when it is likely to proceed to Ceylon?

Mr. AMERY

In answer to the first part of the question, it is, as has already been stated, the intention to appoint a Special Commission to inquire into the working of the Constitution in Ceylon. As regards the second part, it is proposed that the Commission shall proceed to the Colony towards the end of the present year. The personnel has not yet been finally settled, but I have much pleasure in announcing that the Earl of Donoughmore has accepted my invitation to act as Chairman of the Commission.
