BAKER)asked the Under-Secretary of State for India whether he has received a resolution from the Indian Chamber of Commerce in connection with the Bengal pilot service, submitting that Indians cannot reasonably be expected to seek admission to the Bengal pilot service on equal terms with Europeans when the facilities and opportunities for gaining the required qualifications are being deliberately held back from the Indians, so as to create a permanent bar to their admission to the Bengal pilot service and to a sea career generally; and whether any steps are being taken to meet this protest?
§ Earl WINTERTONThe answer to the first part of the question is in the negative. The second part does not, therefore, arise, but I may mention that the Government of India propose to open a training ship at Karachi in September.
