asked the Secretary of State for Foreign Affairs if his attention has been drawn to an offer of services at their own expense by 15 British officers now in England to Chang Tso Lin, with the statement that they are awaiting Chang Tso Lin's reply; and what action he is prepared to take?

My only information on the subject is derived from the Press. In the event of the persons concerned carrying out their alleged intention, it would be necessary to consider whether they had not exposed themselves to proceedings under Article 75 of the China Order in Council, 1925. I commend that Article to their attention.
