asked the Secretary of State for the Colonies whether, suing that the Congo Basin Treaties expire in 1928, His Majesty's Government are taking steps to ascertain the views of the Governments of the East and West African Colonies and other territories in regard to the desirability of renewing or modifying these treaties?

My hon. Friend is presumably referring to the Convention signed at Saint Germain-en-Laye on 10th September, 1919, revising the Berlin Act of 1885 and the Brussels Act and Declaration of 1890 (Cmd. 477 of 1919). This Convention does not expire in 1928, nor is any date fixed for its termination, although Article 15 provides for a further meeting of the signatory Powers 10 years from the coming into force of the Convention, with a view to the introduction of such modifications as experience may have shown to be necessary.
