asked the President of the Board of Trade whether he is aware that the severity of the conditions enacted by the White Paper before applications can be made by any industry for safe- guarding is resulting in discontent in many trades; and, if so, is he prepared to reconsider the conditions?

I have received representations to the effect suggested by my hon. Friend. As he is aware, the procedure laid down by the White Paper was adopted by the Government and recommended by them to Parliament, after very careful consideration, as embodying their interpretation of election pledges.

I am not in a position to give my right hon. Friend any encouragement to hope for an alteration in the terms of the White Paper at the present time.
