asked the Secretary of State for the Colonies whether all the staff have now been appointed for the Amani institute; and when it will be possible to receive students?

It will not be possible to complete the staff till the Director, who is now on his way to East Africa, has examined the question on the spot. I am not yet in a position to say when the institute will be open to students.
