asked the Minister of Health what action, legislative and administrative, he proposes to take on the subject of the Report of the Committee on Offences against Young Persons?

Sir W. JOYNSON-HICKS

I have Leon asked to reply. As regards administrative action, I have already commended the Report to the consideration of magistrates and the police. Whether any, and if so what, legislation should be proposed is a matter which will be bettor considered when the Committee on Youthful Offenders, which is now sitting, has made its report. Effect was proposed to be given to Recommendation 27 in the Mental Deficiency Bill of last Session.

Can the right hon. Gentleman say when that new Committee is likely to report?

Sir W. JOYNSON-HICKS

Yes; I hope it will be within two months' time The Committee have been sitting for a long time, and the report will be long and comprehensive, dealing with the whole question.

Does that include Scotland as well?

No.
