84. Mr. BROMLEY

asked the Home Secretary if he recently received a resolution, passed at a public meeting, requesting the Government to empower the police to grant a permit to any person who has lost a dog to visit and inspect the kennels and anima houses attched to establishments where vivisection is practised; and, if so, whether he contemplates any action in the direction indicated in the resolution?

Sir W. JOYNSON-HICKS

Yes, Sir, I have received the resolution, but am unable to take any action on it, as I have no powers to authorise the grant of permits as suggested.

Mr. BROMLEY

Does not the right hon. Gentleman think it might be more advisable to have something of this nature in operation than some day to have someone calling with a few friends to look for his stolen dog?

I think the idea is a very good one, and perhaps the hon. Member would ballot for a Bill on the subject.
