asked the President of the Board of Education whether he has yet read the Report of the Hadow Committee on the Education of the Adolescent; and whether he proposes to give effect to any of the recommendations of the Committee either by legislation or by administrative action?

As my right hon. Friend has already stated, the main recommendations which the Committee make for immediate action correspond closely with the present trend of educational policy, as indicated in the three-year programmes of local authorities. The Report will be of the utmost assistance to authorities in enabling them to define and regulate their policy but, for the most part, it appears to call for continuity of administrative action by the Board rather than for any particular new departure at this stage.

Is it not a fact that the Minister of Education turned down the recommendations of this Committee, before be had read the recommendations, as he announced in the Press. Is it not an insult to the Committee to allow it to sit for three years and then to turn down its recommendation?
