§ Lieut.-Colonel HEADLAMOutside contractors are given certain workshop accommodation in the yard. Charges are made for the supply of power, electric light, gas, water, etc., the sums charged being dependent upon the amount consumed. Facilities are also given to contractors to have work undertaken by the yard on their behalf.
