asked the Minister of Labour what steps are taken to ascertain that a person to whom an Employment Exchange offers employment is at the moment out of work or seeking a fresh situation?

As a rule, offers of vacancies by an Exchange are made to persons who are out of a situation. But the Exchange cannot take the responsibility of ascertaining in each case whether this is so before offering the vacancy; it must be the responsibility of the worker to decide whether he is free to accept it.
