asked the Chancellor of the Exchequer if he will consider the advisability of consolidating the bonus of the Civil Service with the basic salary, seeing that no advantage is gained by perpetuating the present system?

Mr. CHURCHILL

The question of substituting inclusive scales of pay for the present pay plus bonus arrangements will receive full consideration, but I cannot accept the view that the existing system is without its advantages at the present time.
