asked the Secretary of State for War the estimated amount he will now save for the year by cutting down the Territorial bounties?

Sir (L. WORTHINGTON-EVANS

In the current financial year the saving due to the abolition of the Territorial bounty is estimated at £64,000, while the cost of the introduction of the proficiency grant will be approximately £40,000, leaving a net saving of £24,000.

Does the right hon. Gentleman feel justified for this small amount of saving to stop Territorial recruiting in the way this has done?

I do not admit that it has stopped Territorial recruiting. Obviously, it would not be justified merely on the amount of this year's saving, but next year and the following year the saving will be very much larger.

Is the right hon. Gentleman aware that there is in the country a strong demand for the reduction of all forms of military expenditure?
