asked the Minister of Transport when the form prescribed by Clause 15 of the draft Road Traffic Bill as to physical disability will be issued; and whether he proposes to make provision for those ex-service men who, having lost a major limb, find the use of a motor car essential for earning their livelihood?

The form mentioned in Sub-section (l) of Clause 15 of the Draft Road Traffic Bill cannot be furnished unless and until the Sub-section becomes law. My hon. Friend is no doubt aware that provision is made in the Bill for the issue to disabled persons of licences to drive vehicles of a particular design or construction.
