asked the Secretary of State for Foreign Affairs whether the new Regulations for the government of the special administrative district, No. 3, of Hankow provide that the director of the Municipal Bureau must be a subject of Chinese nationality?

The Regulations contain no specific provision to this effect.

Mr. BENNETT

Is there no safeguard in the Treaty to prevent the appointment by the Chinese Government to this very important post of someone with a strong anti-British bias, as, for instance, a Russian Bolshevist?

I hope that the contingency hinted at by my hon. Friend will not occur.
