CHAMBERLAINIt is difficult to make an accurate comparison between the various headings of military expenditure in this country and in Germany in view of the widely divergent bases on which such expenditure is reckoned in the two countries. In any case, unless some clear infraction of Part V of the Treaty of Versailles is reported, there can be no question of appeal to the League of Nations.
