asked the Secretary of State for Foreign Affairs whether, in view of the fact that German expenditure on munitions and equipment,, which does not include tanks, gas equipment, or heavy artillery, is twice as heavy as the total expenditure on all munitions and equipment in this country, he will refer the matter to the League of Nations?

It is difficult to make an accurate comparison between the various headings of military expenditure in this country and in Germany in view of the widely divergent bases on which such expenditure is reckoned in the two countries. In any case, unless some clear infraction of Part V of the Treaty of Versailles is reported, there can be no question of appeal to the League of Nations.
