§ Earl WINTERTONThe answer to the first part of the question is in the negative, and I am therefore unable to answer the second part.
§ Mr. PETHICK-LAWRENCEIs it not a fact that if action is not taken within the next few months one of the principal recommendations of the Report will fall through Is it not the case that the Report contemplates a special entry in next September for the examination?
§ Earl WINTERTONThis Report deals with a most important question which cannot be decided by the Government of India alone or by my Noble Friend alone. Consideration has to be given to the fact that the War Office and the Air Ministry are affected, and it would be quite impossible, as there must be consultation between the various authorities, for a decision to be arrived at at an early date.
§ Mr. PETHICK-LAWRENCEHave they not had five months already to consider it?
§ Earl WINTERTONIt may be that they have had some time to consider it, but all sorts of fresh matters have come to light since the Report was published.
