Mr. LOOKERasked the Secretary of State for Foreign Affairs if he is now in a position to inform the House of the facts relating to the incident which occurred at Yungyang, on the 29th August last, leading to the seizure of two British steamers at Wanhsien; and if he will state the actual circumstances which led to the detention of these steamers and the extent of any loss of life or damage which occurred at Wanhsien on the 5th September as the result of the firing which took place?
