asked the Minister of Health whether he is aware that a number of boards of guardians have declined to carry into effect the Order of his Department that casual vagrants should be detained for two nights; what is the reason for such refusal; and what steps does he propose to take in the matter?

My right hon. Friend is aware of a few instances of this kind. The action of the guardians is usually based upon the fact that the existing wards are insufficient to provide for the numbers which occasioNally require sleeping accommodation. The guardians are being pressed to make the necessary arrangements, and my right hon. Friend believes that in a number of cases the matter is now under consideration.
