Mr. LOCKER-LAMPSONThe instructions to use force as a last resource 211 were approved by His Majesty's Government and issued simultaneously by the Foreign Office to His Majesty's Minister at Peking and by the Admiralty to the Commander-in-Chief, China. His Majesty's Government were in touch and complete agreement with Sir R. Macleay.
