asked the Secretary of State for Foreign Affairs whether there is a sufficient naval force at Hankow to ensure the safety of British residents there in case of need?

The disposition of the naval forces in China is made by the Commander-in-Chief, who is in close touch with His Majesty's Minister at Peking and the local Consular officers. It is considered that the force at the disposal of the Commander in Chief is sufficient to ensure the safety of British residents.
