Revised rates of postage for parcels for H.M. ships outside home waters were introduced on 1st October, 1925. They are now uniform for ships in all parts of the world, and in many eases represent a substantial reduction on the rates formerly in force. They are not more than sufficient to cover the actual cost of handling and transport; and I regret that a further reduction is not practicable.
