§ 4. Mr. PONSONBYasked the Secretary of State for Foreign Affairs whether the sale by the French Government of a number of submarines to the Government of Rumania, being a contravention of the terms of Article 18 of the Washington Naval Convention of 1922, by which each of the contracting Powers undertakes not to dispose by gift, sale, or any mode of transfer of any vessel of war in such a manner that such vessel may become a vessel of war in the Navy of any foreign Power, any of the signatories of the Washington Convention have made any representations to the French Government on the subject?
Mr. LOCKER-LAMPSONI would refer the hon. Member to the reply given to the hon. and gallant Member for Central Hull (Lieut.-Commander Ken-worthy) on the 21st of April on this subject, to which there is nothing to add.
