asked the Postmaster-General whether penny postage on letters and halfpenny postage on postcards up to a certain hour in the clay, by relieving night and evening pressure and by a better distribution of labour, could be introduced without any financial loss; and, if not, how much the loss would be on that basis?

It has been found impossible to frame any such scheme on lines which would avoid heavy financial loss without causing serious anomalies and general deterioration of the postal service.
