§ Sir A. CHAMBERLAINThe hon. Member is under a misapprehension of the facts. The First Committee of the recent Assembly of the League made no such declaration. They confined themselves to expressing the opinion that in accordance with paragraph 2 of Article 1 of the Covenant, Germany is now giving effective guarantees of her sincere intention to observe her international obligations.
